Key objectives 

To provide initial technical assistance for the improved functioning and increased and more effective use of the ISPI by the General Secretariat of the Government and all relevant government institutions and departments.

 

Major expected results 

  1. Review and redesign the ISPI "Structure Module" to ensure accurate linkage between employees and their respective organizational units.

  2. Develop a concept and design of a video tutorial for system user training to be included in the "Help Section," along with downloadable user manuals in both paper and video formats and provide training for at least 10 users.

  3. Identify necessary functionalities for graphical data representation that can be integrated with other platforms, such as the Government website (https://www.gov.me).

  4. Lead the process of analysis of the processes covered by the ISPI system to identify gaps between system processes and real-world operations, guiding future system upgrades.

  5. Asses need for incorporating a budgeting module to monitor the financial realization of all activities in accordance with allocated budget funds.

  6. Specify the requirements for upgrading existing equipment/computers used by employees in the General Secretariat of the Government and other government units, as current equipment is outdated and impacts system efficiency.

Implementing status

Team of experts selected and contracted is curently undergoing estimate on  how ISPI is currently being used within these institutions. It should identify the extent to which the software is utilized, highlight best practices, and identify areas where it is not being used to its full potential. This includes identifying key areas requiring support, establishing mechanisms for collecting and analysing information on available funds and resources, and coordinating relevant stakeholders.  The gap assessment will pinpoint shortcomings in the current use of ISPI. 

 

Contribution to EU Accession 

SPI contributes to EU accession by supporting public administrations in aligning their planning, monitoring, and reporting processes with EU standards. It enhances transparency, accountability, and efficiency in managing government strategies, action plans, and EU-related activities. By tracking key performance indicators (KPIs) and integrating budgeting with specific activities, ISPI helps institutions meet EU requirements for strategic planning and financial management. Additionally, its focus on gender mainstreaming supports alignment with EU gender equality policies, a key criterion in the accession process.

 

Project brief description

ISPI is a software solution designed for public administrations, companies, and large organizations to streamline work processes and improve planning predictability. It provides an overview of strategic documents, objectives, activities, KPIs, and assigns responsibilities, while integrating with budgeting modules. Widely used in the EU, ISPI has been partially operational in Montenegro, aligning with national policy methodologies. ISPI also supports gender mainstreaming by tracking data on gender-responsive strategies and budgets. The intervention will assess its current use, identify best practices, gaps, and areas needing improvement, with a focus on better resource coordination and data analysis.
