IOM: Integrated border governance

Dear Minister, your excellences, distinguished guests, partners and friends,
It is a true pleasure and a privilege to welcome you all on behalf of UN Family in Montenegro. Let me open by expressing our genuine support to our sister agency International Organization for Migration on the very start of this important meeting – launching a project on integrated border governance.
Borders are more than mere lines on a map. They represent the confluence of cultures, the meeting point of nations, and the gateway to shared prosperity. In an interconnected world where migration and mobility have become defining characteristics of our time, the effective and proper management of borders is of increasing importance, not the least from a human rights point of view.
The integrated border governance project, led by the International Organization for Migration, signifies the importance of collaboration, cooperation, and coordination in addressing the challenges and opportunities posed by migration. This initiative represents another step towards ensuring safe, orderly, and regular migration. By adopting an integrated approach, we aim to strengthen the capacity of border agencies, promote inter-agency collaboration, enhance data sharing mechanisms, and improve infrastructure at key entry points. Moreover, this project is a testament to our unwavering dedication to upholding the principles enshrined in the Global Compact for Migration.
As you all know, IOM remains a stable partner on migration governance in the country. With an aim to enhance migration management system in the country and contribute to its alignment with relevant EU policies and recommendations, in the past years IOM in Montenegro tackled both policy and operational levels as to support people-centered and inclusive institutions, leaving no one behind. IOM’s activities are well integrated into our joint Cooperation Framework of the UN family in Montenegro and this project is a constituent part of the strategic Priority 3 on: Social cohesion, people-centered governance, rule of law and human rights.
IOM Office in Montenegro remains committed to providing support to the Government on its path towards EU accession, fulfillment of SDG and GCM goals in line with its mandate, specifically significant contribution to SDG: 16 – Peace, Justice and Strong Institutions.
The IOM Country Office will increase its capacities in 2023 to enhance support to infrastructural interventions in border management under IPA III, IOM was allocated 15 mil EUR, which will include construction of border crossing points, construction of National Coordination Centre (NCC) building, enhancing the overall border surveillance system as per the EU and Schengen standards.
Ladies and gentlemen,
As we embark on this journey of enhancing integrated border governance, let us recognize that it is not merely a project but a commitment to building bridges, both figuratively and literally. It is a pledge to create a future where borders are not barriers but gateways for dialogue, understanding, and mutual respect.
I once more, I extend my gratitude to the International Organization for Migration for their leadership and partnership in making this project a reality. I also express my sincere appreciation to the Government of Montenegro, and to the EU for their partnership and trust, and all other relevant stakeholders for their unwavering support.
Together, let us work hand in hand to forge a path towards a more inclusive and prosperous future, where integrated border governance serves as a catalyst for sustainable development, peace, and prosperity for all.
