Context:
Under the overall supervision of the Project Manager/Chief of Mission in Montenegro and direct supervision of the National Head of Resources Management, and, in collaboration with relevant units at Regional Office, Headquarters and the Administrative Centers, the Supply Chain Coordinator will be responsible and accountable to coordinate supply chain activities within the EU funded project ‘Individual measure to strengthen Integrated Border Management capacities in Montenegro’ and IOM Podgorica office, all in line with IOM policies and procedures and donor requirements.
Core Functions / Responsibilities:
- Carry out and coordinate supply activities, including revision and consolidation of purchase request forms, organization and evaluation of bidding processes and follow up on purchase orders until the successful delivery of the products or services and timely payment to suppliers.
- Support the development of procurement plans to optimize purchasing power and facilitate the implementation of project activities.
- Participate in negotiations of terms and conditions of purchases and help resolve issues related to the delivery of goods and services.
- Provide technical guidance to requisitioners and all staff in the office on preparation of specifications and procurement instructions and procedures. Participate in the development, evaluation, and updating of systems and procedures for procurement; suggest areas for improvement and risk-mitigation measures.
- Identify local and international suppliers and service providers; participate in their evaluation taking into consideration quality, prices, reliability, delivery and services and the organization’s best interests. Maintain a pool of qualified vendors. Review vendors documents for accurate register in the system.
- Solicit bids, quotations and tender documents, oversee bidding process and provide support for executing the procurement transactions, analyze the offers assuring conformity to specified requirements; conduct appraisals and select suppliers, and confirm terms of payment; preparing bids analysis, prepare purchase orders/contracts/agreements and ensure receiving authorization in line with the Country Office’s delegation of authority (DOA) matrix.
- Liaise with the program management and provide technical support in preparing and issuance of “Call for Proposals” and bidding documents for the tendering processes of the programs/projects. Ensure bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations.
- Contribute to the development of tools for tracking contracts, agreements, and progress toward the achievement of the procurement plans and schedules.
- Follow-up on purchase orders status and keep vendors/service providers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions.
- Contribute to the establishment and management of robust appropriate internal control mechanisms for Supply Chain Management process to safeguard the IOM's assets and prevent fraud, while ensuring that country specific administrative procedures are in place and followed in accordance with the IOM's rules and regulations.
- Coordinate the maintenance of files with all required documentation and the preparation and timely submission of reports and statistics.
- Provide training and guidance to the junior staff in the Mission on the supply chain activities and may directly supervise junior staff in the Unit when requested.
- Participate and engage actively in the UN inter-agency meetings and forums related to supply chain management, when requested. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives.
- Perform other duties as may be assigned by supervisors.
Required Qualifications and Experience
Education
- University degree in Business Administration, Economics, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with four years of relevant professional experience; or
- High school diploma with six years of relevant professional experience.
- Certification in Procurement, Logistics or Supply Chain Management is an advantage.
Experience
- Experience in procurement and logistics and working with service providers and vendors.
- Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage.
- Experience working in an international organisation in a multi-cultural setting is an advantage.
- Experience in training and coordinating teams.
Skills
- High level of computer literacy.
- Knowledge of SAP highly desirable.
- Ability to work with national and international institutions.
- Ability to prepare clear and concise report.
- Demonstrated ability to and exercise sound judgment.
- Ability to supervise staff and coordinate administrative activities.
- Excellent communication and negotiation skills.
Languages
- Required fluent written/oral knowledge of Montenegrin and English language.
