Rapid Social Impact Assessment has sought to identify potential new groups of people who have become highly vulnerable in the period from April to June 2020 due to the COVID-19 crisis. The RSIA is underpinned by national and international standards and commitments to human rights, refugee protection, and the “leave no-one behind” concept in line with Agenda 2030, in the response to COVID-19 in Montenegro. The report aims to provide the evidence for decision-makers to tailor ongoing and future policy and programmatic interventions to alleviate the negative consequences of the epidemic on the people of
Montenegro, with a particular focus on protecting the fundamental rights of those who are most vulnerable.
