Objective and Purpose
As a new generation of financial tools designed to pool donor funds and direct them towards development initiatives, the Fund is designed to support integrated and coherent resource mobilization, centralized and transparent channeling of funds to promote the development and implementation of integrated activities aimed at meeting the Sustainable Development Goals and accelerating the accession process EU.
Governance arrangements
Joint Steering Committee
The Fund is managed by the Joint Country Steering Committee. This body also provides an oversight role for the implementation of the UN Cooperation Framework 2023-2027. It is co-chaired by the UN Resident Coordinator and the Minister of Foreign Affairs. Members bear the overall responsibility for management of the Montenegro Acceleration Fund. It is responsible for leadership, strategic direction, and decisions on eligibility, allocation and other managerial and oversight aspects of the Fund. Joint Country Steering Committee is the best placed entity to manage the Fund because it ensures that interventions are in line with national priorities, strategic areas of Cooperation Framework and ensures national ownership that, further, contributes to sustainability of the interventions financed by the Fund.
Advisory Body
This body is platform for discussion where members work towards enhancing the quality and impact of the Montenegro Acceleration Fund and advising the Joint Steering Committee on key decisions. The Advisory body comprises well-known and independent experts, and is gender and age balanced.
Secretariat
This function is embedded withing the Office of the United Nations Resident Coordinator, who closely liaises with the Division for the United Nations in the Ministry of Foreign Affairs and the Administrative Agent. The Secretariat supports the Steering Committee and partners in programme coordination, programming cycle management, monitoring, and provision of technical, operational, and administrative support, including the consolidation of narrative reports.
Contributors
The Montenegro Acceleration Fund can be financed through contributions from the government, bilateral or multilateral donors, private sector, and International Financial Institutions.
Participating Organizations
Participating United Nations Organizations develop project/programme proposals, and report on implementation and financial performance to the Steering Committee through the Secretariat and Administrative Agent. Organizations establish mechanisms to implement activities through national authorities and other national, regional, and international organizations and local NGOs.
Administrative Agent
The Fund is administered by the Multi-Purpose Trust Fund (MPTF). MPTF is well-known UN pooled funding mechanism that enables global standards for transparency in reporting. The Fund welcomes contributions from a broad range of partners – public, private, multilateral and bilateral funding sources. The Administrative Agent is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Recipient Organizations, and consolidation and dissemination of progress reports to donors. The Fund has a preference in fundraising non-earmarked or lightly earmarked contributions that will help UN System to ensure effectiveness and timeliness of interventions supported through the Fund. Recipient Organizations receive funds through the MPTF Office.
