Ms. Tissot brings to Montenegro over three decades of experience in development cooperation, humanitarian assistance, and peacebuilding.
The United Nations in Montenegro is pleased to announce the arrival of Caroline Tissot of Switzerland as the new UN Resident Coordinator, effective 3 August 2025.
“It is a privilege to join the UN team in Montenegro and to contribute to the country’s efforts towards sustainable development and EU integration. I look forward to working closely with national partners, local communities, civil society, and international stakeholders to help accelerate reforms, advance the 2030 Agenda, and ensure that no one is left behind,” said Ms. Tissot upon taking up the post.
Ms. Tissot brings to Montenegro over three decades of experience in development cooperation, humanitarian assistance, and peacebuilding. She most recently served as Regional Head of Cooperation for Syria, Jordan, Lebanon, and Iraq, and Deputy Head of Mission at the Swiss Embassy in Amman. Her international career also includes leading roles in Moldova, Rwanda, and the Western Balkans, where she headed Switzerland’s peacebuilding programme, as well as serving in senior advisory roles with the Swiss Agency for Development and Cooperation (SDC).

Ms. Tissot also spent nearly two decades with the International Committee of the Red Cross (ICRC), including critical field postings as Deputy Head of Delegation in Bosnia and Herzegovina and Serbia, and as ICRC Protection Delegate in Mostar.
With a master’s degree in economics and a postgraduate diploma in development management, Ms. Tissot brings a strong foundation in evidence-based policy and strategic planning. Her long-standing engagement in the Western Balkans region, combined with humanitarian and development expertise, positions her well to lead the UN Country Team in supporting Montenegro’s national priorities and international commitments.
