Context:
Under the overall supervision of the Project Manager, with the direct supervision of the Reconstruction/Construction Project Coordinator, and with close coordination with Field Reconstruction Project Associate, and Head of Resources Management, the Project Field Associate will be required to work as a member of the reconstruction/construction team to assist in the implementation of the construction component within the EU funded project ‘Individual measure to strengthen Integrated Border Management capacities in Montenegro’ and IOM Podgorica office, all in line with IOM policies and procedures and donor requirements.
Core Functions / Responsibilities:
- Assist in provision of overall administrative and technical assistance for the satisfactory implementation of construction and reconstruction component of the project.
- Assist in collecting and compiling necessary documentation for construction and reconstruction tenders.
- Assist with tender processes for the construction and reconstruction works.
- Organize meeting and travels.
- Prepare Notes For Files (NFFs) for projects, meetings etc.
- Assist in drafting budgets, financial reports, and project narrative reports for donors.
- Undertake field visit to locations of the implementation of project for monitoring purposes.
- Attend regular on-site coordination technical meetings with project stakeholders (Contractors, Legal Supervision, state partners etc.) and prepare NFF for supervisors.
- Assist in preparation of the field reports and weekly report including contractor’s manpower on sites (technical and non-technical manpower, equipment, machinery and tools) and submit to supervisors.
- Assist in preparation of the updates and report on the progress of the construction and reconstruction works and any challenges encountered, with the daily support to the team members.
- Support the liaison with project stakeholders as needed for the success of the projects.
- Maintain a filing system, ensure the permanent update and accuracy of project construction/reconstruction component archives, and coordinate closely with the team members to ensure appropriate document processing and follow-up on pending documentation.
- Follow up on procurement and logistics processes in coordination with the Resources Management Unit (administrative and procurement staff) and payments to service providers, contractors and suppliers in coordination with the supervisors and Resources Management Unit (administrative and finance staff).
- Assist in contracting the Vendors related to the project implementation as well as all other activities envisaged within the project.
- Prepare requests for payments with supporting documentation for Vendors related to the project implementation.
- Perform such other duties as may be required or assigned by the supervisors.
Required Qualifications and Experience
Education
- Bachelor’s degree in Civil, Structural or Electrical Engineering and/or Architecture from an accredited academic institution with at least two years of relevant professional experience or
- High School diploma with four years of relevant experience.
Experience
- Experience in the construction/reconstruction or related field.
- Flexible to work in the field to monitor the contractors and in the office to carrying out administrative tasks including filling documents etc.
- Knowledgeable in Montenegrin National Building Standards and related local/international standards and specifications.
Skills
- Excellent knowledge in MS Office applications.
- Knowledge of any Engineering Drawing Software is of distinctive advantage.
- Ability to draft clearly and concisely.
- Experience in liaising with governmental authorities and local communities, as well as national and international institutions desirable.
- Knowledge of procurement principles are policies desirable.
- Possess a driving license B category with at least 5 years of driving experience.
Languages
- Fluency in Montenegrin and English (oral and written).
- Knowledge of Engineering, Architecture and WASH Technical Terminologies, Acronyms and languages is an advantage.
