Context:
Under the direct supervision of the Project Manager and with close coordination with the Project Coordinator and the Head of Resources Management (RM) and RM Unit staff, the Reconstruction/Construction Project Coordinator will be responsible and accountable for all construction activities within the EU funded project ‘Individual measure to strengthen Integrated Border Management capacities in Montenegro’ and IOM Podgorica office, all in line with IOM policies and procedures and donor requirements.
Core Functions / Responsibilities:
- Provide overall technical assistance for the satisfactory implementation of construction component of the project.
- Assist in collecting and compiling necessary documentation for tenders (Scope of works, BoQ specifications, drawings, RFQs), liaise with different units and stakeholders to collect inputs, and drafting of tender’s evaluation reports according to established procurement procedures.
- Maintain day to day contact with technical staff of state partners and local authorities, verifying all documents are in place for tendering and construction according to Law and applicable local construction standards and codes, environmental impact analysis and technical requirements are correct in the procurement process, participate in Bid Evaluation Committee for Contractor, draft evaluation reports, coordinate selection of Legal Entity for Supervision, coordinate with state partner, Contractor and Supervision, monitoring of work progress and ensure all construction logbooks are completed on time, until its finalization, reporting etc.
- Participate in the technical evaluation of the tender documents with the RMU and in the technical clarification meetings with Contractors.
- Undertake field visits to project sites for quality assurance on the technical level, and support directly the construction and monitor the construction activities.
- Monitor and verify the time schedule & overall progress of the third-party contractors in coordination with Legal Entity for Supervision and state partners accordingly and submit progress reports to the Project Manager, identifying shortfalls in delivery and making technical recommendations for issues/challenges encountered.
- Act as team leader and collaborate constructively with the team in carrying out all its administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
- Assist the team members in developing forms and tracking tools for data management and update/improve the project reconstruction and construction workplan/matrix daily or as required.
- Establish a filing system, ensure the permanent update and accuracy of archives, and coordinate closely with the team members to ensure appropriate document processing and follow-up on pending documentation.
- Prepare regular weekly report including contractor’s manpower on site (technical and non- technical manpower, equipment, machinery and tools) and submit to Project Manager. Photograph contractor’s work and progress on weekly basis for filing and reporting.
- Follow up on the weekly project reports from team members and ensure their timely weekly submission and compilation.
- Assist the PM to liaise with RM Unit (finance and procurement staff in Podgorica) to follow up on contract extensions, renewals, invoices, the release of payments to contractors and service providers, and other relevant tasks.
- Verify bills for the completed works and recommend payments to the contractor.
- Verify bills for the Legal Supervision of the construction works and recommend payments to the Service Provider.
- Draft budgets, financial reports, and project reports for donors.
- Prepare Notes For Files (NFFs) for projects, meetings etc.
- Perform other duties as may be assigned by the Project Manager/Chief of Mission and Head of RM Unit.
Required Qualifications and Experience
Education
- University Degree from an accredited academic institution in Civil Engineering, Architecture, Design, or any Technical related field from an accredited academic institution.
Experience
- At least four years of relevant work experience.
- Experience in the construction/reconstruction or related field.
- Substantial experience in the preparations and review of Drawings, Technical Specifications, and Bills of Quantities.
- Experience in the preparation of engineering budgets, financial reports, and project reports for donors.
- Knowledge and training in local engineering concepts and field construction methodology, or equivalent combination of education, training and experience.
- Knowledgeable in Montenegrin National Building Standards and related local/international standards and specifications.
- Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy.
Skills
- Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines.
- Demonstrated problem-solving attitude and skills.
- Good written and spoken communication skills, good negotiation skills, good interpersonal skills, and ability to work in a multicultural environment.
- Good English drafting skills, and experience in writing reports.
- Good knowledge in MS Office applications, and significant reporting experience required.
- Knowledge of any Engineering Drawing Software is of distinctive advantage.
Languages
- Fluency in English and Montenegrin.
- Knowledge of Engineering, Architecture and WASH Technical Terminologies, Acronyms and languages is an advantage.
