Context:
Under the overall supervision of Project Manager and direct supervision of the National Head of Resources Management, and in close coordination with the ICT Coordinator, the incumbent will assist in project implementation and necessary Information and Communications Technology (ICT) support to EU funded project ‘Individual measure to strengthen Integrated Border Management capacities in Montenegro’ and IOM Podgorica office, all in line with IOM policies and procedures and donor requirements.
Core Functions / Responsibilities:
- Assist in provision of overall administrative and technical assistance for the satisfactory implementation of IT component of the project.
- Assist in collecting and compiling necessary documentation for IT related activities and interventions tenders.
- Assist with tender processes for IT related activities and interventions.
- Organize meeting and travels.
- Prepare Notes For Files (NFFs) for projects, meetings etc.
- Attend regular coordination technical meetings with project stakeholders (state partners, Service Providers/Consultants etc.) and prepare NFF for supervisors.
- Assist in drafting IT budgets, financial reports, and project reports for donors.
- Undertake field visit to locations of the implementation of project for monitoring purposes.
- Prepare field reports and regular weekly reports and submit to supervisors.
- Provide updates and report on the progress of the IT related activities and interventions and any challenges encountered, with the daily support to the team members.
- Support the liaison with project stakeholders as needed for the success of the projects.
- Maintain a filing system, ensure the permanent update and accuracy of project IT component archives, and coordinate closely with the team members to ensure appropriate document processing and follow-up on pending documentation.
- Follow up on procurement, logistics processes and payments to service providers and suppliers in coordination with the supervisors.
- Assist in contracting and contact with IT Vendors.
- Prepare requests for payments with supporting documentation for Vendors.
- Act as IT Focal Point for the Mission, maintain and troubleshoot of IOM network in general (both software and hardware) and manage user accounts.
- Assist in coordinating planned technology upgrades (IT software and hardware). Manage the regular updates of the end points tools such as antivirus, Zscaler and other software and the distribution of the updates to all the workstations.
- Maintain an up-to-date ICT inventory (hardware and software) and inform the supervisors on assets that require replacement and software license renewal in a timely manner.
- Coordinate equipment servicing and disposal of ICT equipment.
- Resolve technical and software problems encountered by the staff.
- Assist in the procurement of ICT, communications, electrical and data security services and equipment for office needs.
- Support installation, setup and maintenance of new IT equipment for office needs.
- Perform all tasks/activities in accordance with ICT Standards, policies, rules and guidelines, as defined by ICT Headquarters and ICT Manila.
- Coordinate all network installations and modifications with IOM ICT Global User Support.
- Perform such other duties as may be required or assigned by the supervisors.
Required Qualifications and Experience
Education
- High School diploma with four years of relevant experience; or,
- Bachelor’s degree in Computer Sciences or Information Technology; or and equivalent combination of Education and Training in database maintenance and upkeep or related fields from an accredited academic institution with two years of relevant professional experience.
Experience
- Experience working in an International Organization is an advantage.
- Experience with Windows Server software in a multi-site environment, MS Office, Antivirus Software and IT utilities. Experience with HP/Compaq, IBM and Cisco equipment is an advantage.
